When Performance Max spends but brings no sales, check conversion tracking first, then the product feed, then where the ads are showing. Common causes are missing purchase tracking, weak product titles, spend going to Display or app placements, and too little conversion data for bidding to learn. Fix tracking before changing budgets or bids.

Performance Max spending money but no sales is one of the most common complaints from store owners, and the usual reaction, cutting the budget or rewriting the bid target, tends to make it harder to diagnose. The checks below are in the order that rules out the most with the least effort.

Is Purchase Tracking Working?

Check this first, because a tracking fault can produce both versions of the problem: real sales that are not being counted, or “conversions” that are not sales. Either one leaves Performance Max bidding on bad information.

Compare two numbers for the same dates: purchases reported in Google Ads for the campaign, and orders in your store admin. Then look at how they differ.

The second row deserves attention. If add to cart is a primary conversion, Performance Max will find people who add to cart, report a healthy conversion count, and keep spending. Set purchase as the only primary conversion for a sales campaign and move the others to secondary.

Is Your Product Feed Good Enough?

In Performance Max, the product feed does the job keywords do in a Search campaign. If the feed describes your products poorly, Google matches them to the wrong searches and you pay for clicks from people who wanted something else.

Go through these in Merchant Center:

  • Titles. Does each title say what the product is, with the brand, type and key attribute a shopper would search for? “Classic Tee” tells Google very little. A title with the brand, product type, material, color and size tells it a lot.
  • Disapprovals and limited products. If your best sellers are disapproved, the campaign spends on whatever is left.
  • Price and availability. The feed should match the product page. Out-of-stock items and price mismatches waste clicks and trigger disapprovals.
  • Images. A clear product photo on a clean background. In a row of Shopping results, the image and the price do most of the selling.
  • Product type and category. Accurate values help Google understand what you sell.
  • Identifiers. Add GTINs where your products have them.

Then look at price itself. Shopping ads show your price next to competitors’ prices for the same or similar items. If yours is clearly higher with no visible reason, such as free shipping or a bundle, clicks will not turn into orders however well the campaign is built.

How this shows up by store type: an apparel store with many size and color variants often has thin, duplicated titles. A store selling low-priced consumables may find shipping cost is the real barrier. A furniture or high-ticket store may have a fine feed and simply a longer path to purchase, which a later section covers. Where Is the Money Actually Going?

Performance Max runs across Search, Shopping, YouTube, Display, Discover, Gmail and Maps from one budget, so the campaign total hides where the spend went. Look at the breakdown by channel and by search term before deciding the campaign does not work.

Three reports answer the question.

  1. Channel performance report. As of October 2026, open the campaign, go to Insights and reports, and select Channel performance. It shows cost, clicks, conversions and conversion value for each Google channel. A large share of cost on Display or YouTube with no conversions next to it is a clear finding.
  2. Search terms insights. This shows the searches that triggered your ads. Look for two things: irrelevant searches, and your own brand name.
  3. Listing groups or product view. This shows which products took the spend. It is common for a handful of products to absorb most of the budget, and they are not always the ones that sell.

What to do with what you find:

Spend on video or display with no returnYou cannot switch a channel off or set a budget per channel. You can influence it through the assets you supply and the conversion data you send.
Spend concentrated on products that do not sellExclude those products in listing groups, or move them to a separate campaign with its own budget.

Does the Campaign Have Enough Data to Learn?

Performance Max needs a steady flow of purchases to work out who buys. With very few conversions, bidding has little to go on, so spend spreads widely and results look random.

Four things starve a campaign of data:

  • It is new. Google’s guidance, as of October 2026, is to run a new Performance Max campaign for at least 6 weeks so the system can gather enough data.
  • It keeps being changed. Edits to budget, bid strategy and campaign status can restart learning. After a significant change, Google suggests allowing 1 to 2 weeks, or at least one full conversion cycle, for performance to settle.
  • The budget is thin for the product. If your daily budget buys only a few clicks, and it takes many clicks to win one order, days will pass between sales. The campaign is not broken. It is slow.
  • The target is too strict. A return on ad spend target set well above what the account has ever achieved limits where the campaign can bid.

Store type matters here too. A new store with few orders has no history for bidding to draw on. A store with a long consideration period, such as furniture or equipment, sees purchases arrive days or weeks after the click, so recent days always look worse than they will once those orders are counted.

What Should You Change First?

Change tracking first, then the feed, then exclusions, and leave budgets and bid targets until last. Each step either fixes the problem or removes a possible cause, and the early steps do not reset learning.

  1. Fix purchase tracking and set purchase as the only primary conversion. Place a test order to confirm it records once, with the right value.
  2. Fix disapproved products and rewrite titles for your top sellers.
  3. Add negative keywords for irrelevant searches and a brand exclusion if brand is absorbing spend.
  4. Add account-level placement exclusions for sites and apps that are clearly poor.
  5. Exclude or separate products that take spend without selling.
  6. Check the product pages: price, shipping cost, stock and checkout on mobile.
  7. Only then review the budget and bid strategy. Make one change and give it time.

When Should You Pause Performance Max and Use Standard Shopping?

Pause Performance Max and move to Standard Shopping when the campaign cannot get enough purchases to learn from, or when you need to see and control exactly which searches and products get the budget. Standard Shopping shows only Shopping placements and lets you set bids by product group.

It is the better starting point when:

  • The store is new or has very few orders a month.
  • Tracking has only just been fixed and there is no clean conversion history yet.
  • The channel report shows most spend going to non-Shopping channels with nothing back.
  • You want to bid differently on a few products with strong margins.
  • You need full control over search terms through negative keywords.
